Amendments on content services and spam are proposed to the Law on Communications

The first of them is called «On amendments to the Federal Law «About communication» regarding the regulation of content services» It is designed to ensure additional guarantees of compliance with the rights of subscribers when providing access to content. According to the bill, the service is obliged to provide information on the cost and maintenance of services before receiving the consent to their provision. Without the subscriber’s consent, writing off money from a personal account for the service, as well as its provision, is impossible.

The purpose of the second bill «On amendments to the Federal Law «About communication» regarding the regulation of mailings over the network of power and spam» is the consumer protection from receiving unwanted advertising messages. This bill clarifies the concept of spam as a massive distribution of an advertising nature, which is not agreed with the subscriber and does not come directly from the operator. In addition, the operator receives legal levers to counteract spam. Note that now the operator has no right to filter SMS messages and refuse to deliver them, despite the fact that we are talking about spam. At the same time, this law will not damage conscientious advertisers.
